Magistrate Deborah Domine of the juvenile division of the Elkhart Circuit Court

Since 2001, Magistrate Domine has served as the Juvenile Magistrate of the Elkhart Circuit Court where she hears an average of 1500 cases per year. Magistrate Domine received her Bachelor’s Degree in Communications from the University of Michigan. She attended Valparaiso University School of Law and graduated Magna Cum Laude in 1996. Magistrate Domine originated and for the past 10 years has organized the Elkhart County Juvenile Summit, which is a community gathering to address juvenile justice issues including child abuse and neglect. Magistrate Domine has been working with CAPS for 17 years. In 2010, she was awarded the Elkhart County Child Advocate of the Year. Magistrate Domine and her husband are avid baseball fans and have traveled to 23 of the 30 major league ball parks for a game and they plan to make it to the last 7 parks.

Melinda Konrath-Fielding, President/CEO of Child & Parent Services (CAPS)

Melinda Konrath-Fielding became President/CEO of CAPS in June of 2018.  She has a Bachelor’s Degree in Nursing from Indiana University South Bend. She spent much of her nursing career in mental health and public health. In 2006, Melinda co-founded her own not-for-profit agency whose mission is to improve the health and wellbeing of women, children and families. Melinda served as the agency’s Executive Director until assuming her new role at CAPS. Melinda enjoys traveling and spending time with her husband and three teenage daughters.
